영어 원서를 읽다가 막혔던 부분입니다. 알고 보면 'working with structured or tabular data'이 make의 목적어(동명사구), 'intuitive and flexible'가 make의 목적격 보어인 구조인데, 순간 working이 동명사로 와닿지 않아서 혼란이 생겼습니다.

판다스는 높은 수준의 데이터 구조와 함수를 제공한다.

그리고 designed 이하는 'structures and functions'를 수식한다고 봐야 할 것 같습니다.

'working with'에서 with은 '함께'라고 볼 수도 있겠지만, '~을 사용해서(도구)'라고 볼 수 있습니다. 그래서 

'working with structured or tabular data'는 '구조화된 또는 표로 나타낸(tabular) 데이터를 사용해서 일하는 것'으로 해석할 수 있습니다.
